India, with its large consumer market and growing economy, has the potential to become a major player in the global semiconductor industry.

The India Semiconductor Mission

In December 2021, the Indian government launched the India Semiconductor Mission (ISM) with an outlay of ₹76,000 crore (approximately $10 billion). The mission aims to make India a global hub for electronics manufacturing, with a focus on semiconductors. The ISM provides financial support to companies looking to set up semiconductor fabrication plants (fabs) and display fabs in India.

Key Objectives of the ISM:

  • Establish India as a global hub for electronics manufacturing and design.
  • Build domestic capabilities in the semiconductor value chain.

Challenges and Opportunities

While India has the potential to become a global chip hub, it faces several challenges. These include:

  • Lack of existing infrastructure: India lacks the mature ecosystem of suppliers and skilled labor that exists in countries like Taiwan, South Korea, and the United States.
  • High initial investment: Setting up semiconductor fabs requires significant capital investment.
  • Technological complexities: Semiconductor manufacturing is a highly complex and technologically advanced process.

However, India also has several opportunities:

  • Government support: The ISM provides significant financial incentives and policy support to attract investment.
  • Growing domestic market: India has a large and growing domestic market for electronics, which will drive demand for semiconductors.
  • Skilled workforce: India has a large pool of engineers and scientists who can be trained to work in the semiconductor industry.

Key Players and Investments

Several companies have already expressed interest in setting up semiconductor fabs in India. These include:

  • Vedanta-Foxconn: A joint venture between Indian conglomerate Vedanta and Taiwanese electronics manufacturer Foxconn.
  • Tata Group: The Indian conglomerate is planning to set up a semiconductor assembly and testing unit.
  • Micron Technology: The US-based memory chip maker is investing in an assembly and test facility in Gujarat.

These investments are a positive sign for the future of the semiconductor industry in India. However, it will take time and sustained effort to overcome the challenges and build a competitive ecosystem.

Roadmap to 2030

To achieve its goal of becoming a global chip hub by 2030, India needs to focus on the following:

  1. Infrastructure Development: Investing in infrastructure such as power, water, and transportation is crucial.
  2. Skill Development: Creating a skilled workforce through training programs and collaborations with universities is essential.
  3. Ecosystem Development: Encouraging the growth of a local supplier base and fostering collaboration between industry players is important.
  4. Policy Support: Maintaining a stable and supportive policy environment is necessary to attract investment.
